The Head Quarters Kenya Army (HQ KA) hosted a one-day legal seminar for the Kenya Army Formation Commanders on 12th March 2019.
The seminar under the theme ‘Enhancing Legal awareness for Administration of Military Justice’ was officially opened by the Commander Kenya Army Lieutenant General (Lt Gen) Walter Raria. The one day seminar aimed at ensuring Commanding Officers had substantial legal knowledge to deliver justice effectively at the formation level.
During the seminar, the commanders were taken through fundamental changes in service law, some of the major service offences, civil offences, summary of disciplinary proceedings, right of presentation, court martial trials, military prosecutions, internal grievances, complaints by civilians and board of enquiries amongst others.
The seminar brought together Kenya Army Units Commanding Officers, School Commandants, Camp Commandants, Battalion Second in Commands, Camp Adjutants, Admin Officers and Staff Officers in a significant session which was moderated by the HQ KA legal department to enlighten and also remind the KDF leaders on military legal procedures.
During his opening remarks, the Kenya Army Commander Lt Gen Raria acknowledged the huge role of the Kenyan Constitution, the fundamental rights and freedoms, the Defence Forces Act, Defence Forces Standing Orders (DEFSO) and Defence Forces Standing Instructions (DEFSI) in managing all the military legal aspects. He emphasized on the need to have awareness on amendments made from time to time.
The Commander Kenya Army advised the officers to embrace the reading culture especially on legal issues. He also reiterated on the importance periodical Barazas to be in-touch with the soldiers and avoid perennial charges.
Also in attendance was the Kenya Army Chief of Personnel Brigadier (Brig) Henry Ofulah and the 8th Brigade Commander Brig Jeff Nyagah.
